Doctors, expert psychologists and accredited clinics point to the stoppage of services at Detran

The struggle over the remuneration passed on to experts accredited by DETRAN in the provision of services of public interest, psychological assessment for obtaining or renewing a driver’s license has been going on since 2020.

Over four years, several letters and meetings were held with representatives from DETRAN and the government, but all requests went unanswered or were denied, according to lawyer Ricardo Rodrigues, Specialist in Tax and Business Law, who represents the Association of Psychologists of Sergipe Traffic (Apsitran) and the Sergipe Association of Traffic Clinics (ASECTRAN).

“It seems to us that the issue must reach society’s attention to remedy this injustice and imbalance of moral and ethical values. Detran/SE understands that the printing of a piece of paper, the alteration of driver data in the system, is more relevant than the correct remuneration of the professional who certifies the mental and psychological health of the driver of motor vehicles”, he says.

For the lawyer of the Brazilian Association of Traffic Medicine Sergipe Section (Abramet), Clarissa Marques Franca, specialist in Business Administrative Law, doctors, psychologists and clinics are trying to negotiate an increase in the amount of remuneration to pay for the examinations, but the government does not define a real increase.

“Today, medical professionals receive R$120 reais, from which income tax, clinic remuneration, report registration fee and ISS are taken away. The doctor also pays travel and registration costs in the CRM”, he informs.

“There is no clear and transparent standard, so the fees charged to society are all linked to the UFP (Standard Fiscal Unit) which in March 2024 represents, each unit, the value of R$ 64.03, but the remuneration of experts is not even linked to UFP. It is arbitrated at a certain value, with no adjustment foreseen for decades”, adds lawyer Ricardo Rodrigues.

Representatives of the associations confirm that the current management of the State Traffic Department opened a channel for dialogue, but there was no progress. Due to this scenario, the categories are already discussing a stoppage for the month of May.

“What we seek with the transparency of the methodology for valuing accredited expert professionals is to provide a quality service, with professionals encouraged to serve society well and meet the need of the state of Sergipe in delegating the psychological assessment service of candidates for obtaining or CHN renewal. As it stands, there is a notable devaluation of the professional responsible for contributing significantly to the reduction of traffic accidents and deaths on the highways. The country accounts for approximately 40 thousand traffic deaths per year, in addition to non-lethal accidents, which together generate an impact of approximately 400 million reais on the SUS”, points out the lawyer.

Abramet currently has 76 members. Without psychologists on staff, DETRAN currently has 299 accredited professionals and 30 affiliated clinics.
